Divinotter and I highly recommend Monterey Bay Kayaks - we rent there when we're visiting. Really nice people and you can make a great full day of it by also kayaking into the harbor for lunch at the wharf.

Observe the Marine Mammal Protection Act and sanctuary regulations which the rental folks will go over with you (and NOAA observers will strictly enforce). Bring a quality long lens (and a waterproof dry bag) to get those 'up close' shots which are otherwise impossible while observing distance regulations. We've gotten some nice shots while drifting with the current (we paddle a little past the aquarium and drift back toward the harbor). Our closest approach was when we kayaked alongside a NOAA kayaker we were chatting with.

Another good site for water encounters is Whalers Cove at Point Lobos (dive reservation required - see State park site). You may not approach the otters, but the otter may aproach you ;-)
