Are C Cards needed and/or legal?

C Cards and why they are needed? And the law.
This is an ongoing problem and I am very interested as to your input.
You need a license to drive a car. You need library card to check out books. You need a card to check out movies. So why is it that divers get so mad when they do not bring their C Card to the boat and the DM’s question whether they should get on the boat and dive or not?
Every single group that charters with me asks in a nice way to see your C Card. Almost all have theirs. There are a few though, that have forgotten theirs or lost them or what ever. When they are questioned about it, almost all divers get very defensive about this. Again the question Why? And why get so mad at the shop, club, and group asking the question?
To take this to the next level. Just say some group allowed a diver to dive and god forbid the diver died. What would happen in a court of law? “He/she said they were certified.”
I have never seen any group just shut the door on these divers. But what if………?
