You shouldn't be pulled to the surface to begin with when shooting a bag. If you are then you didn't do it correctly to start with. Or it was caused by a reel jamming, locking, or fouling.
It's more prudent to eliminate the possibility of a reel jamming in the first place. It is not prudent thinking you can overcome a design flaw in the heat of the moment. Locking reels are good inside wrecks and caves, not good in the open water. Use a spool in those cases.
