Soft boxes "soften" the light from flashes and strobes to tone down the high contrast and hot spots that a direct bright light can create. Strobe diffusers "soften" the light somewhat like a soft box. Many underwater strobes come with optional diffusers. I've also used the cloudy plastic bar beer cups and coffee can lids to take the harshness out of strobe light.

I don't know exactly what a polarizer would do for you underwater besides perhaps decrease some of the available light which is usually a precious commodity.
