FYI--

About two years ago, I showed up at White Point as part of a group of a dozen divers. We were promptly informed by the lifeguard that a permit was required for group activities--the reasoning was that the lifeguards needed advance notification so they could provide coverage for the divers.

He overlooked our group assembly at the time and some of us dived (the conditions were poor).

It might behoove you to contact the Dept. of Parks and Recreation for more information in advance.
