I think the picture is of a dying opaleye that is loosing most of it's scales. The key is the shape of the gill plate, and the pectoral, caudal, and tail fins.
I'm guessing it was caught on hook and line, badly handled so it's protective coating was damaged, and the hook left in place.
I made some color corrections on your picture.
