I like to use ankle weights for heavy surf entries and exits on beach dives. Having the weights on my ankles increase my rotational moment of inertia and decreases the amount I get spun around while swimming under large breaking waves. Once I am past the surf zone I unclip them from my ankles and clip them through a d-ring on my back-pack/BC. Just before re-entering the surf zone for exit I put them back on my ankles. I personally find them very useful for beach dives. Other than that I do not use them.
