Actually it is much more effective than that Chuck. It is only a couple of percent of in mass, but a more than increase 20% of rotational inertia. They are not the same! They work because the weight is far away for my center of mass. It is effective because the mass times the distance from the center of mass is the change not just the change in mass itself.
It works for the same reason figure skaters can control their spin speed with extending their arms, but with the additional weight is even more effective; you should try it before you dismiss it off-the-cuff.
