Not yet. State waters go to 3 miles. The Feds have just kicked
off the process of making the obvious extensions out into federal
waters, but they are in the early stages of that process. I'd
guess it will be a couple of years.

And the are some new reserves on the Central Coast (rougly Pt.
Conception north to Ano Nuevo Pt. in the end game of the state
process (boundaries announced, regs not yet out for public comment,
plan of record adoption of regs at Feb 07 FGC meeting, effective
some time after that), but those don't effect the channel islands.
