Has anyone offered them an education program? It does sound like the dark ages. If you think about it, the people with the most to gain from the reserves is the fishing community, sea food consumers.

Southern California divers are used to diving in an ocean without many fish. Reserves are icing on the cake for us, but not vital to our sustainability. The fishing guys are the ones that need this the most.
