Certainly the stories about Indian breaker yards are scary. I don't particularly trust EIR's that are paid for by the affected parties, (of course who else is gonna pay...?) I worry about the impact of concentrating thousands of tons of Fe in one spot on the seabed. I remember taking a big Red Ab off the Gosford years ago and finding it's flesh was orange from (I assume) absorbed iron oxide. Tasted great tho. Do you know of reliable (peer reviewed) studies of the environmental impact of any of these purpose sunk wrecks? By now somebody should have spotted a cool thesis topic.
