I believe you experienced a section of turbulent water from a passing ship that followed the current in. The large prop(s) stirs up silt off the bottom in passing and the cloud of disturbed water drifts with the current until it settles. I've seen this many times diving near the harbor. What is unusual is you'd have been a long way from any passing ship.
