I don't know... I think most of the folks that I dive with, at least, don't skimp on tips or praise because of cruddy conditions. As long as the boat at least makes an effort to find good spots, and keeps the passengers informed about why we do or don't wind up in a particular location, most divers have a pretty good attitude.

(With some quite notable exceptions now and then.)
