I haven't been to Cancun, but I found Bonaire to be a great place to dive. It's more expensive to get there, but the prices are very reasonable once you're there. It's also my understanding that it's a lot less developed than Cancun.

Most of the development and dive operations are on the West end of the island, but we actually stayed on the East end, at Sorobon beach. I did some diving with "Larry's Wild Side" diving, which was located at Sorobon, and some on the West end with a variety of operators. I also did quite a bit of beach diving on my own - which is the one big advantage Bonaire has over Cancun. Once you sign up at a shop, you can rent tanks and go beach diving at dozens of sites all over the island. It's great, you're not tied to any schedule and you can dive what you want, how you want, as often as you want.
