I don't know about lobster, but we dove Arroyo Burro Beach (Hendry's Beach) County Park in October, and there are a lot of patches of kelp, sea grass, lots of life that lead out to the sea. If the bugs aren't all picked out, you may find some. I can also recommend the Anacapa Dive shop.
