I don't know how much you pay when you take your tank to a dive shop for a hydro, but up here all of us take our tanks directly to the hyroer, that being Santa Rosa Fire Equipment. They are the ones doing all the hydros for all the dive shops anyway. We get a hydro and a fill with VIP sticker for $30 and they do a great job. A few of my steels needed internal cleaning and rust removal so they shot blasted them and they came out spotless.

I'll bet if you looked in the phone book under fire equipment you might find a similar place around your neck of the woods.
