it looks like they are closing the beaches for 3 miles in each direction. the Star of scotland is outside this zone, another 3-4 miles away from ballona, or 6-7 miles total from the el segundo pipes, it would most likely be ok there.

vets park appears to be about 3 miles south of the manhattan beach pier, or about 3 miles south of the closure zone
