I've also made tens of dives there without ill effects. Finally, I've read an EPA environmnetal report on the area. One has to eat a lot of White Point fish (say 1 per week for many years) to significantly increase the risk of illness. The fish, particularly white sea bass, concentrate the poison as it makes it up the food chain from the sediment. The outfall, as noted by SoBay Jim, is offshore such that the contamination would be spread over all P.V. and not localize at W.P. The biggest hazard at W.P., in my opinion, is the rocky entry and exit.
