Lobsters and Abalone Cove

Does anyone know the background of how Abalone Cove became a state marine park, and why lobster take is prohibited there? Just curious about why this was legislated for that area in particular. In southern PV I guess I'd wonder about DDT, but this doesn't seem that far down.
