You sure that's bull kelp? That big broad leaf looks more like some kind of giant kelp. The bull kelp in Norcal has the single stem with a float ball on top like the one in the picture but then has a bunch of long stringy ribbon like leaves running off of it that are quite long.
Right now there are mounds 15 feet tall of the stuff on the beaches ripped out by the storms and dumped on shore. But it grows back every year with a vengance.
