I have seen this happen and usually it means the person has the weights still in his or her weight pockets - Mine fell onto the deck once when I had it bungeed tightly - no weights and the bungee around the valve stem twice- when the person filling it knocked it over while rushing around- I was surprised it came loose and was unhappy for a minute - but then I realized - things happen
