Because it's easier to train shop personnel to not fill ANY AL tank with an original hydro of 1989 or earlier than to train them to differentiate between the tanks and check for the proper inspection.

There is a VERY slight chance of a tank failure with the 6351 alloy tanks- If I recall correctly there have been 12 failures out of millions of those tanks sold.

Selling a customer a new AL tank is NOT a motivator for anyone- the markup is so slight it's not worth the effort.
