My recommendation would be an HP (high pressure) 100. It is a smaller steel tank and negatively buoyant, capacity of 100 qf.
This tank would require to have a "din" configuration on your regulator and it is filled to 3500 PSI. Most boats in So Cal have a compressor capable of filling this tank to capacity, but even if they don't, they can fill you to 3000 PSI, which will give you a little less than 100 qf. The benefit is a smaller tank which is lighter and more streamlined, but still negative at 500 PSI.
Specifically, I would recommend the CRAMER DECKER tank, the company is located in Santa Ana, California
