I appreciate your responses and arguments. I somewhat confused myself. However the facts are (and I am sticking with them):
1. The tanks were not full (I used them the day before). While not completely empty it had less that 1000 psi. I had two tanks filled. Both took around 30 seconds each.
2. The tanks were full after the procedure. I was even more sceptical than you are and made the guy put pressure gage on it. It was actually overfilled slightly.
3. The tank did not get hot. It might have gotten warm slightlywhich I can't recall right now
4. I dove with that magically filled tank 2 days later and it still had the same pressure (as opposed to typical compessor fills where I lose pressure after the tank cools down).

I am going to the shop tonight to re-fill my tank and will post the resuls.
