I have personally seen dive shops that levitate the tanks in an inverted position.
The heat energy and subsequent brownian motion is removed by a energy flux removal pyramid resulting in a cool tank.

Using this method one can easily fill an HP 120 to 3500 psi with a simple bicycle pump.
