It's a stock vBulletin with absolutly no customization except to change the logo at the top. That in and of itself says that the owners are yet another fly-by-night scuba forum who can't even take the time to make it look good.

Huge is a complete misnomer here. A huge forum is one with a lot of unique posts, not one with a ton of empy forums.
