I have gone to Catalina dozens of times in boats from 12 to 22 feet. I had a 12' Achilles inflatable that could get to Two Harbors from San Pedro in an hour. I made at least a dozen crossings in that with two divers, two sets of gear, cooler and a ten gallon gas tank. It is only recommended to do this on days when the seas are flat. :)
I also had a 22' Columbia sailboat and a 22' Crestliner powerboat that I dived from. I rarely left anyone onboard while I dived. The first thing we did after descending was make sure the anchor was securely set.
You can download a float plan from the Coast Guard site and leave it with someone, but you don't need to file a plan with the USCG for a Catalina trip
