The article says the lobsters were thought to have been taken "in the same location about two to three miles offshore, where lobster fishing has been off-limits for decades."

Does this just apply to the commercial fishery? Looking at the sportfishing regs at http://www.dfg.ca.gov/mrd/oceanfish2007.pdf , the only places mentioned in mainland L.A. County (i.e. not counting Catalina/Farnsworth) where lobster take isn't permitted are the Abalone Cove and Pt. Fermin state marine parks.
