I called the Harbormaster's office, who told me they were aware of that particular sea lion and were monitoring it for a couple of days, but they couldn't do anything until it gets out of the water. Is that something to do with marine mammal protection law? The fellow at the Harbormaster's said there were several sick sea lions around the marina, presumably from domoic acid poisoning from the algae bloom.
