The access is still open. During construction of the lower road the main parking lot will be closed temporarily, however they have constructed another lot to the east of the property. There are only ten parking spaces and you have to carry gear a little further, but the diving is worth the hike. They plan to add a steel staircase from the cliff down to the cobble beach. Turner Construction has been saying that the main lot will close soon, yet haven't received permission from the Coastal Commission yet. As of Monday, the main lot was still open.
