However you are restricted to using only your hands to gather them (except for rock scallops and abalone). The collection permit allows you to use tools to take the critters named on it, but is still subject to the limits of the sport fishing license for species, bag limits, and size limits unless different terms are specifically spelled out on it. It also has extensive reporting requirements before trips and bi-annually that the sport fishing license does not.
