A cosmetically aesthetic repair could entail making sure the existing hole is round, then using the same compressed material cutting a perfect circle to match the diameter with a slight clearance for the urethane cement.

Then use something like AqualSeal and their Cotol which is really just a compound of methyl benzene and dibutylbis stannane and edge glue it, then fill both sides with a slightly raised layer and lightly apply some Cotol to the exterior which will smooth it out.
