The winter storms prune back the Kelp canopy. In August (in NorCal)
we have a THICK layer floating on the surface. After the first
couple of winter storms, there's almost nothing on the surface
except in the sheltered places. Then on the spring the seas calm
down, the sun comes out, and the kelp grows like crazy.
