in order to put this into practice I'll give you my experiences. 1st you need support from the local representative. In our case it was Rep. Jane Harman. After repeated attempts to get a meeting we finally got a meeting with a staffer. One of his 1st questions was "how much has our organization contributed to Ms. Harman's re-election committee" He claimes he was trying to judge our commitment. He then went on to say that before we even consider getting started we needed approval from 2 environmentalists organizations that happen to support Ms. Harman. Coincidentally, those same 2 organizations also wanted to know how much we planned on contributing to their organization. You starting to see a pattern here??

Despite ample support from Dick Long, who provided volumes and volumes of material used in his Yukon efforts, and despite legal memorandums from the San Diego City attorney's office, we had no luck getting this off the ground until certain "contributions" were made. So good luck
