I've been happy with my Fuji E900/Ikelite housing. You can find both for around $500-600. Of course, with any camera setup you will eventually want to spend more money. I got a strobe this year and am looking at add-on lenses and eventually a second strobe. It's as bad as owning a boat. :)
The E900 is a 9 megapixel camera. You can see examples of the images I've gotten at
