Although the die-off is a seasonal event, the rate of growth and decay do not repeat exactly every year. Only in the last several years have we seen kelp as healthy as that found before the 1997 El Nino ripped it out and starved it. And, of course, the Palos Verdes kelp fields are not as large as historically documented (well before I started observing). I have seen sites in Malibu that have had thick kelp paddies some years and other years it doesn't reach the surface.
