I don't think it's an Island Kelpfish |

This guy doesn't have such a bloch. I'm guessing (and its purely a guess) Deepwater Blenny (Cryptotrema corallinum). Very similar-looking fish. Both found on p. 103 of "Coastal Fish" by Humann.
