All Island Kelpfish has a very distinctive pale bloch on it's cheek. This guy doesn't have such a bloch.

I'm guessing (and its purely a guess) Deepwater Blenny (Cryptotrema corallinum). Very similar-looking fish. Both found on p. 103 of "Coastal Fish" by Humann.
