I thought they were at anchor for the night when they got hit.

In Monterey, the only boat I can ever remember having them was the
Pac Star, now in So Cal. I've spent a fair amount of time trying
to work out a legal (i.e. CG approved lights) way to build one
where it wasn't obscured from some angle by a mast. I've not been
successful.
