I think what I took away from the conversation was that the information didn't sound reliable. This would be a good question to throw at a unit like the USCG's boating safety website ( http://www.uscgboating.org ), since if they got a request by email or online I assume they'd take the time to check chapter and verse. Unfortunately, the entire contents of the site's "Contact Us" page is: "Effective October 1, 2006, the Coast Guard Infoline telephone service will no longer be offered. Need Technical Assistance? Contact our Webmaster."
