Because there is a multi day permit that you can get that covers this exact point. The charter boat gets a blanket permit to cover everyone on board and if it came down to it all they need to do is check that the vessel you were on had the permit and you're OK. Private boat owners can get this permit too but you have to stay at sea for the days you get the permit issued for.
