The real intersting part was on page 8.

The Spiny Lobster Report Cards are going to mrun $7.50 a pop. Thery're estimating 70,000 cards being sold during 2008. This will yeild $525,000 in new revenue which will offset an estimated $525,00 in costs to monitor the program, lalyse the data, print the cards, provide paper cut insurance to the employees, and reach out o the public concerning the Spiny Lobster Report Card Program.

Sounds suspicsouly like another tax to me.
