Or perhaps a revenue neutral (meaning the expenses are offset by revenue) way of getting a better handle on what's really going on out there.

Beats the hell out of financing it through the commercial guys and have the study find that (suprise!!!) the fishery is healthy and is only taking half of what could be taken.

And if you REALLY can't aford $7.50, maybe you've got bigger problems than a lobster "tax."
