up north we have been subject to this for some time. we have punch cards with abalone. its runs about 30$ 24 abalone a year. 3 in possion. you have to fill out location and time. and punch a chad. the rangers around here are very persistent about how and where you fill your cards out. if your on a privet boat you must have it filled out before you exit the boat. ect.. ect.. we now have one for sturgeon. 3 is the limit. and now a card is used. I think it a good thing? at the end of the year you send it in for processing. helps them gather info on pressure for over fishing a area.. ect.. ect.. .doesnt sound like a bad thing..
