1) Any cardholder who fills in all available lines on their steelhead, salmon or lobster report card shall return the card to the Department address specified on the card prior to purchasing a second card.

Now, I think you lobster hunters should push back about that -- what
if you have a multi-day trip, and one line left on the card? A
more reasonable rule would be that the card can be returned at any
time and a new card purchased. That would cover your multi-day
trip.
