Just another way to add to bureaucracy, IMHO. The merits of finding out more about lobsters is admirable, but the approach is "all wet". I can forsee the honest divers payong for cards while the poachers continue to flaunt our laws thanks to under enforcement and courts that don't work.

Why doesn't the state just implement a computer reporting system where hunters can report catch and germane statistics, etc. on the honor system. I beleive most hunters are honest and would do this voluntarily - some kid at UC could write the analytical software that could produce meaningful, statistically based results as an intern project.

The CA in ca-ching stands for "California".... the ching is for our tax dollars going down the never-ending drain of out-of-control legislators and bureaucrats.
