Does anyone know the specifics of the Lobster Punch Cards. Diver personal information? Amounts, yearly totals, what they plan on doing with the info. Sounds like a way of limiting non-commercial take to me. Just like the old Abalone regs before the commercial guys were allowed to kill the Abalone resource in So. Cal waters.
