First, there are many examples of this type of system. Abalone as you mentioned already operates this way. Those of us who hunt are used to deer, elk, antelope, bear, pig, and sheep tags. You have it backwards - we are raising money to collect information, there is no guise, it takes money to operate programs. Lobster happens to be a very valuable public held resource and the pressure on it is rising. To ensure that we even stand a chance of managing it properly, we do need to understand the recreational fishery much better than we do now. In regards to poaching, we have a big problem with lobsters that we are working to stem. Unfortunately, as we have found in other situations, it is an expensive and difficult problem to solve without public support.
