PPO of 1.4 is a limit of some agencies; it should not be construed as "safe" because a lot depends on the dive environment (temp, effort, etc.) and the diver's physiology and susceptibility. Anytime you scuba, you undertake some risk; the level of risk is increased with depth, gas mix, environment, etc.
