This is very disturbing.
We MUST remove this net or it will keep killing.

I understand that the location is difficult to reach and deep too, so it is not going to be easy ... but if we can muster proper support I think it can be done.

My suggestion would be to first tape the killing zone so we can prepare few videos.
Then we can use the videos to expose the misdeed, collect local support - including fundings - and then hire/seek professional support to remove the killer.
