1. A sausage should NEVER be left as an unattended marker. OK,
there are some exceptions to that ("we found a dead body on the
bottom.") but most of us will never run into that from either
side of the surface.
2. A sausage at the surface WITH divers says "Hey, we want to be
noticed, if you see us, come on over and ask."
3. A sausage at the surface WITHOUT divers says one or some or all
of three things:
3a. "We are decoing and don't want to get run over by a boat when
we surface."
3b. "We are decoing and we want our boat to know where we are and
pick us up when we finish."
3c. "We are practising deploying a sausage."

Differentiating between the various flavors of 3 is a judgment
call.
